Open My Computer
Open Internet Connections
Right-Click on the icon for your ISP
Click on Properties
(this opens an editor that gives you access to most of your Internet
settings in one place)
Click on the right arrow near the tabs a few times until you get to the Web
panel
Set your homepage there
Hit Save
